Carmen's Story
Treasurer Carmen Sierra was born and raised in Hartford. Growing up, she learned the importance of giving back to our community, so Carmen prepared for a career in public service with a Masters in Public Administration from the University of Hartford and a Certificate in Executive Public Administration from Harvard’s JFK School of Government. She spent a decade as Deputy Treasurer before being appointed full-time as Treasurer.
As a Latina working in finance—and the first and only Latina serving as City Treasurer in New England—Carmen knows how critical it is to have diverse voices represented. She hears firsthand from friends and family the struggles they face to make sure they’ve got enough to save, retire comfortably, and live independently, and to be able to afford their health care needs. Every decision she makes as Treasurer is made with those needs in mind, and to maintain accountability and transparency when allocating taxpayer funds.
Carmen's Philosophy
Being responsible for more than a billion dollars of taxpayer money requires honesty and integrity. Carmen approaches investment in a "safe, smart, and sensible" way, putting her considerable financial skills and experience to work on behalf of all Hartford's communities. She protects every dollar in our pension plans by maximizing investment performance, increasing efficiencies, reducing fees, and building a diversified investment portfolio which can weather the current inflationary environment. This job demands a very particular type of experience, and Carmen is the only candidate who has it. Hartford can't afford anything less in such a critical role.
